The Emergency Manager develops, implements and coordinates San Felipe Pueblo emergency management programs.

Job Description:

The Emergency Manager develops, implements and coordinates San Felipe Pueblo emergency management programs, projects, plans and services.  The Emergency management is responsible for planning and leading the responses to natural disasters, manmade disasters and other emergencies.  The Emergency manager will coordinate training courses or disaster exercises for staff, volunteers and local agencies to ensure an effective and coordinated response to an emergency. The Emergency Manager serves as liaison with other federal, state, county, city and tribal government organizations involved in emergency management. 

Duites:

  • Develop, implement and coordinate emergency management projects programs and activities
  • Prepare, coordinate and assess emergency, disaster response, mitigation and recovery plans and procedures to minimize risk to people and property
  • Leads the response during and after emergencies, often in coordination with federal, state, county, city and tribal governments
  • Develop and maintain cooperative relationships with other government entities community organizations, and local, state, tribal and federal officials in support of emergency management functions and goals
  • Meet with law enforcement officials, private companies, the Pueblo community and the general public to get recommendations regarding emergency response plans
  • Prepare recommendations on emergency management policies and assist supervisor with planning of department goals and objectives
  • Organize emergency response training programs for staff, volunteers, Tribal Officials and other first responders
  • Coordinate the use and sharing of resources and equipment within the community to assist in emergency response
  • Prepare and analyze damage assessments following disasters or emergencies
  • Review emergency plans of individual organizations, such as medical facilities to ensure their adequacy
  • Apply for federal funding for emergency management responses and report on the progress of such grants
  • Develop revise and review local emergency operations plans, all Hazardous Mitigation Plans, Contingency Plans and other plans as needed
  • Research “best practices” from around the country and from other “like local area” emergency management agencies
  • Prepare recommendations on emergency management policies and assist supervisor with planning of department goals and objectives
  • Develop Community Emergency Response Team (CERT) and Teen (CERT)
  • Organize emergency training programs for staff, volunteers, Tribal Officials and other first responders
  • The Director must work with other government agencies, law enforcement officials, and the general public to coordinate emergency responses
  • Inspect facilities and equipment such as communications equipment to determine operational and functional capabilities in emergency situations
  • Represent the Pueblo at various professional, local, state, regional or national emergency management and public safety groups
  • Fluency as a Keres language speaker preferred
  • May need to work overtime, evenings and weekends to respond to emergencies and to support emergency management operations and preparing the emergency response plans
  • Other duties as assigned.

Qualifications:

Education:Bachelor’s degree in emergency management or related field preferred

Experience/Basic Knowledge:

  • Four or more years work experience in emergency management disaster recovery planning, program/project management, or urban planning required
  • Two or more years supervisory experience required
  • Knowledge of applicable tribal, county, state, federal, and other regulations
  • Demonstrated ability to work effectively with diverse populations, especially tribal communities
  • Demonstrated ability to communicate effectively verbally and in writing
  • Must be proficient with Microsoft Office programs
  • Must be able to pass pre-employment and random alcohol/ drug screenings
  • Must pass background check

Required Licenses/Certifications: Prefer a valid driver’s license.

Physical Requirements: Must have manual dexterity to enter and retrieve data from a computer. Ability to sit and stand for long periods. Bends and stoops regularly.

Preferences: San Felipe Preference and Veteran’s Preference.
