Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Division Chief for the Division of Disaster Planning and Readiness. The Division Chief is responsible for organizing, controlling, and managing the statewide Preparedness and Response programs and services for bioterrorism and other terrorist events including weapons of mass destruction. The Division Chief speaks on behalf of the Director and Deputy Director regarding Disaster Planning and Readiness. As a policy making official, the Division Chief develops and implements policies impacting the State’s Preparedness and Response Programs. The Division Chief supervises subordinate staff through lower-level management.

Essential Functions

  • Serves as Division Chief for the Division of Disaster Planning and Readiness.
  • Speaks on behalf of the Director and Deputy Director, formulating policy and long range goals and objectives.
  • Directs program budget preparation and controls appropriate expenditures.
  • Travel to oversee, integrate and coordinate the goals, objectives and activities of the preparedness and response programs on all interagency and intra-agency basis.
  • Serves as full-line supervisor.
  • Participates in education, training, and response activities such as staffing the Public Health Emergency Operations Center (PHEOC); State Emergency Operations Center (SEOC): Joint Operations Center (JOC): Receipt, Stage and Storage (RSS); Regional Distribution Center (RDC) and the Unified Area of Command (UAC).
  • Performs other duties as required or assigned which are reasonable with the scope of the duties described above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in emergency preparedness and response activities.

Preferred Qualifications

  • Four (4) years of progressively responsible administrative experience in public health emergency planning, preparedness, readiness, and response activities.
  • Thorough knowledge of agency policies and procedures for public health response, federal hazardous materials regulations.
  • Four (4) years experience developing and managing a major agency program.
  • Four (4) years experience exercising sound judgment and discretion in very sensitive or crisis situations.
  • Four (4) years experience developing and maintaining cooperative working relations with a wide range of professionals from a variety of local, state, and federal organizations.
  • Four (4) years experience being self-motivated and possessing strong interpersonal relationship skills.
  • Four (4) years experience in speaking to a varied group of stakeholders in representing and advancing the interests of the organization.
  • Four (4) years experience working with program budget preparation and expenditures.
  • Four (4) years experience supervising employees, including experience in hiring, discipline, performance improvement and performance evaluations.
